NEW KENSINGTON ARNOLD SCHOOL DISTRICT

 

The New Kensington-Arnold School District will receive separate and sealed Proposals addressed to: Tracy Fleeger, Board Secretary, New Kensington-Arnold School District, 707 Stevenson Boulevard, New Kensington, PA 15068 until 4:00 PM prevailing local time, on July 9, 2021 and the Proposals will be opened and read immediately thereafter for the following:

 

CONSTRUCTION OF VALLEY HIGH SCHOOL MAIN ENTRANCE BRIDGE

 

As a prospective bidder, please note the following general project data regarding Pre-Bid Information, Bidding Requirements, and Contract Conditions. See the Project Manual and Drawings for detailed information, responsibilities, and instructions.

 

PRE-BID INFORMATION

 

Please contact Edward Patton (724) 472-4135 to view or purchase the Project Manual and Drawings. The non-refundable charge for the Project Manual and Drawings is $20.00 including sales tax. The Contract will accept only check or money order to NKASD in that amount and WILL NOT ACCEPT CASH OR EXTEND CREDIT and will NOT mail Drawings and Project Manual. Drawings and Project manuals can be picked up at 1300 Victoria Ave, New Kensington 15068 or may be emailed. Send an email reqest to Edward@pattonengineering.com.

 

A Pre-Bid Meeting will be held on June 25, 2021, at 10:00 AM prevailing local time at the main entrance to Valley High School, 707 Stevenson Boulevard,  New Kensington, PA 15068. The Pre-Bid Meeting location is accessible to persons with disabilities. Contact: Edward Patton (724) 472-4135 at least 24 hours prior to the meeting in order that we may accommodate special disability needs should you require special needs or aids.

 

BIDDING REQUIREMENTS

 

THE NEW KENSINGTON ARNOLD SCHOOL DISTRICT REQUIRES PREQUALIFICATION OF BIDDERS, INCLUDING SUBCONTRACTORS, IN ACCORDANCE WITH SECTION 102.01 OF COMMONWEALTH OF PENNSYLVANIA DEPARTMENT OF TRANSPORTATION SPECIFICATIONS 408/2006 ON THIS PROJECT. Submit Proposal on the form supplied in accordance with the Instructions to Bidders and Specifications; include the following documents with the Bid Form:

 

Bid  Security – certified checks or surety company bond on the NKASD’s form to the order of/or running to the NKASD in the amount of five (5%) percent on the Bid as evidence of the Contract in case of award.

 

THE NEW KENSINGTON ARNOLD SCHOOL DISTRICT WILL REJECT BIDS WITHOUT EXECUTED OR COMPLETED FORM: BID SECURITY. You may not withdraw your bid for a period of sixty (60) days after the scheduled closing time for receipt of bids. The NKASD reserves the right to reject any and all bids or waive any informalities in the bidding.

 

CONTRACT CONDITIONS

 

Minimum salaries and wages as determined by the Department of Labor apply to this Project. Project completion is to occur by September 15, 2021. Applicable laws, rules and regulations including the following govern this contract: The Clean Air Act, 42 U.S.C. 1875 et seq as amended; EPA regulations, 40 CFR, Part 15; The Davis Dacon Act, 40 U.S.C. 276-a to a-7 as supplemented by the Department of Labor Regulations 29 CFR, Part 5 and 1926; Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Non-discrimination in Federally-assisted programs of the (City of Pittsburgh) issued pursuant to such Act; Executive Order 11246, Notice of Affirmative Action to Ensure Equal Employment Opportunity as amended by Executive Order 11375 and as supplemented in Department of Labor Regulations 41 CFR, Public Contracts and Property Management, Part 60-4.3 Equal Opportunity Clauses; Copeland Anti-Kickback Act, 18 USC 874 as supplemented in Department of Labor Regulations, 29 CFR, Part 3; Executive Order 11625, Utilization of Minority Business Enterprises; Executive Order 12138, Women Business Enterprise. The NKASD will affirmatively ensure that in any contract entered into pursuant to this Advertisement, the NKASD will afford disadvantaged business enterprises full opportunity to submit bids in response to this invitation and that the NKASD will not discriminate against employees and applicants for employment on the grounds of race, color, or national origin in consideration for an award. It is a condition of the Bidding process/contract that all responsive bidders/contractors shall follow the disadvantaged business enterprise procedures set forth in the Bidding and Contract Documents.
